Roll out Copilot safely
Plan a Microsoft Copilot (formerly Microsoft 365 Copilot) rollout that fixes oversharing first, meets the technical prerequisites, starts with a defined group of early adopters and measures use before licenses spread across the organization.
The problem
Copilot answers from content that a user is already allowed to open. In many tenants, SharePoint sites, groups and sharing links reach far more people than intended, so a licensed assistant can bring forward files that staff never knew they could see. Microsoft lists a secure and governed data foundation as recommended rather than required, which makes it easy to skip.
Rollouts also stall on basic prerequisites: an eligible base license, Microsoft Entra ID work accounts, Exchange Online mailboxes for mail and calendar features, deployed Microsoft 365 Apps and a network that allows the whole cloud.microsoft domain with WebSocket traffic. Without a sponsor, champions and a way to measure use, paid licenses sit idle.12
The approach
Microsoft's admin onboarding guide has five steps: get the organization ready (Microsoft recommends completing the Copilot Optimization Assessment before deploying), choose a license, prepare apps and network, assign licenses, then send a welcome message and turn on feedback.
Run data readiness as its own track. Microsoft's foundation guidance has three stages:
- Remediate oversharing: find risky sites with Purview Data Security Posture Management and the SharePoint Advanced Management Content Management Assessment, apply Restricted Content Discovery and DLP for Copilot as temporary controls, fix permissions, then remove the temporary controls.
- Set up guardrails: Restricted Access Control for business-critical sites, required site sensitivity labels, auto-labeling, DLP for Copilot and Insider Risk Management.
- Meet regulations: Compliance Manager, audit and retention decisions for Copilot interactions, eDiscovery and Microsoft 365 Archive for inactive content.
Restricted SharePoint Search is retiring and cannot be newly enabled since 31 July 2026; Microsoft points to Restricted Content Discovery instead.
Start with early adopters who share one process or department, with a named executive sponsor and champions. Microsoft does not state a pilot size or length. Track use in the Copilot Dashboard; agent insights and benchmarks appear only with at least 50 Copilot or 50 Viva Insights licenses.
When a simpler route is enough: Microsoft Copilot Chat (formerly Microsoft 365 Copilot Chat) comes with eligible Microsoft 365 licenses. It is mainly web grounded and does not use Work IQ or semantic indexing across Microsoft 365, so it can serve most staff while the data work is finished.134567

Technologies and their roles
Microsoft 365 Copilot7
Licensed assistant
Adds Work IQ grounding across Microsoft 365, priority access and advanced agents for the users who get a license.
Microsoft Copilot Chat7
Baseline for everyone else
Included with eligible Microsoft 365 licenses, web grounded, with enterprise data protection.
Microsoft Purview1
Data protection and compliance
DSPM, sensitivity labels, DLP for Copilot, audit, retention and eDiscovery cover Copilot interactions.
Microsoft Entra2
Identity
Every Copilot user needs a work or school account in Microsoft Entra ID.
What you need first12
- An eligible Microsoft 365 base license plus a Microsoft Copilot license for licensed features (not available with device-based licensing for Microsoft 365 Apps for enterprise)
- Work or school accounts in Microsoft Entra ID for all target users
- Primary mailboxes in Exchange Online for mail, calendar and meeting features; OneDrive for some features
- Microsoft 365 Apps deployed, with privacy controls for connected experiences that allow Copilot
- The entire *.cloud.microsoft domain allowed, with full WebSocket Secure connectivity and no interfering TLS inspection
- Third-party cookies allowed for Office web apps and for Safe Links link checks
- At least the foundational Purview capabilities included in Microsoft 365 E3 for the data foundation steps
Risks and how to reduce them
- Copilot surfaces sensitive files that were shared too broadly1
- Run the DSPM data risk assessment and the Content Management Assessment, keep Restricted Content Discovery and DLP for Copilot on risky sites until permissions are fixed, and check results in Purview Audit.
- Relying on Restricted SharePoint Search as a control4
- It is retiring, is limited to 100 sites and is not a security boundary; move to Restricted Content Discovery and fix permissions.
- Network devices break Copilot connections2
- Allow the whole cloud.microsoft domain and WebSocket traffic, avoid TLS inspection on these endpoints and test with the Copilot connectivity test.
- Licenses go unused after launch6
- Name an executive sponsor, recruit champions, run onboarding and review the Copilot Dashboard; consider active Copilot Chat users as license candidates.
