Healthcare
How health systems use Microsoft technology: ambient clinical documentation with Dragon Copilot, Microsoft 365 Copilot for administrative work, FHIR-based health data services in Microsoft for Healthcare, and the HIPAA and medical-device limits that apply.
The problem
Documentation load is a central driver of clinician burnout. Intermountain Health found that earlier tools such as dictation, front-end speech and EHR templates brought only incremental gains without reducing the time clinicians spend on notes.
Administrative work also pulls clinical and support staff away from patients. In England, more than 30,000 staff in 90 NHS organizations took part in a trial of Microsoft 365 Copilot to test how much of that time AI assistance could return.
Underneath sits fragmented data: protected health information is spread across disparate clinical and operational systems, which makes a longitudinal patient record, analytics and AI hard to build while staying within health privacy law.123
The approach
Microsoft for Healthcare, listed under Microsoft Industry Solutions, brings together capabilities from Azure, Dynamics 365, Power Platform and Microsoft 365. Its Learn overview groups them into patient care and team collaboration (patient access, virtual visits, care management, home health, Teams for care collaboration and remote monitoring), clinical and operational insights built on Azure Health Data Services and Text Analytics for health, and FHIR-based health data management. Several earlier components were retired on 30 January 2025, and support for the current Microsoft-managed application templates ends on 31 December 2027, so check each component's status first.
At the point of care, Microsoft Dragon Copilot ambiently captures multi-party conversations and drafts specialty-specific notes, with variants for physicians, nurses and radiologists. Intermountain Health rolled it out inside Epic with structured training, and a Microsoft internal analysis of Epic Signal data reports a 27 percent reduction in time in notes per appointment for 2,285 clinicians with ten or more encounters. For administrative staff, the NHS trial reported 43 minutes or more saved per staff member per day, a self-reported figure. NHS England has since announced access for 505,000 staff, with agents built centrally and by trusts in Copilot Studio and governed through Agent 365.
Simpler options often suffice. A clinic with a modern EHR may already have templates, speech recognition or its EHR vendor's own AI features, and Microsoft Copilot Chat, which the NHS made available across the service at no extra cost, is a lower-cost first step than paid licenses. Dragon Copilot and a FHIR data platform matter most when documentation time is a measured problem across many clinicians or when several clinical systems must feed one analytics layer.123456

Technologies and their roles
Microsoft Dragon Copilot1
Ambient clinical documentation
Used across Intermountain Health's physician workforce inside Epic to generate notes from encounters.
Microsoft 365 Copilot6
Administrative assistant for staff
Trialled by more than 30,000 NHS staff and now being made available to 505,000 (the app is now named Microsoft Copilot).
Microsoft Copilot Studio6
Trust-built agents
Included in the NHS England agreement so individual trusts can build their own agents.
Microsoft Agent 3656
Agent governance
NHS England uses Agent 365 to keep centrally built and trust-built agents secure and aligned with policy.

What you need first17
- For US covered entities and business associates, a Microsoft Business Associate Agreement covering every service in use
- Clinician champions and protected training time before go-live
- A with-and-without measurement plan based on EHR telemetry, not surveys alone
- A patient notice and consent approach for ambient recording, agreed with legal and clinical leaders
- A data protection review of what Copilot can reach in staff mailboxes and files
Risks and how to reduce them
- Assuming a BAA makes the organization HIPAA compliant7
- Microsoft states that its Business Associate Agreement supports but does not achieve compliance; keep your own compliance program and check each service against the in-scope list.
- Using Microsoft for Healthcare as a medical device3
- Microsoft says the healthcare add-on and online services are not intended for diagnosis or treatment; any such use makes the customer the legal manufacturer.
- Overstating time savings12
- The NHS figure is self-reported and the Intermountain figure is a vendor internal analysis; run your own comparison before scaling licenses.
- Uneven regional availability5
- Dragon Copilot nurse capabilities are US only and radiologist capabilities are in US preview; check country availability for each role.
