Telecommunications

How telecom operators use Microsoft technology: Microsoft 365 Copilot for large multi-country workforces, AI customer care, security operations and hybrid operator infrastructure, with NIS2 duties and the gaps in published evidence.

The problem

Operators run large, multi-country workforces across retail stores, customer care centers, network operations and enterprise sales, so small productivity changes add up. Vodafone, for example, planned Microsoft 365 Copilot access for up to 68,000 of its roughly 100,000 employees, covering customer service, network management, product development and sales.

Customer care is a major cost line, and network operations face growing complexity and cyber threats; Microsoft frames the goal as self-healing, self-optimizing networks that need less manual work.

As providers of public electronic communications, operators in the EU fall under NIS2, which requires cybersecurity risk management and reporting of significant incidents, with top management accountable.123

The approach

Microsoft's telecommunications page organizes its offer into personalized customer experiences, secure and automated business operations, autonomous networks and growth beyond connectivity. Products named include Microsoft Foundry, Copilot Studio, Azure OpenAI in Foundry Models, Dynamics 365 Customer Service, Contact Center, Field Service and Sales, Microsoft Fabric, Azure Operator Nexus, Azure Local, Microsoft Sentinel and Microsoft Defender. The page says Vodafone reports that its TOBi assistant resolves 70 percent of inquiries, without describing the method.

Vodafone's workforce program shows a careful evaluation route: a trial run with Microsoft and KPMG found users saved around three hours a week each on average, and 90 percent said they benefited, both self-reported trial results, before the wider rollout. A February 2026 Microsoft feature says Copilot has reached 60,000 employees and mentions GitHub Copilot and AI agents without details.

Operators with mature OSS and BSS stacks may already get AI features from their network and billing vendors. In our view, Microsoft's role is clearest for the office workforce, for customer care built on Dynamics 365 and Copilot Studio, and in security operations; network automation depends on network equipment vendors as much as on any cloud platform.124

Technologies and their roles

  • Microsoft 365 Copilot4

    Workforce assistant

Vodafone has rolled it out to 60,000 employees after a trial evaluated with Microsoft and KPMG (the app is now named Microsoft Copilot).

  • Microsoft Dynamics 3652

    Customer care and field service

Dynamics 365 Customer Service, Contact Center and Field Service are named on Microsoft's telecommunications page.

  • Microsoft Copilot Studio2

    Care agents

Named on Microsoft's telecommunications page for agentic customer care.

  • Microsoft Sentinel2

    Security operations

Named with Microsoft Defender on Microsoft's telecommunications page for securing operations.

  • Azure Local2

    Hybrid operator infrastructure

Named on Microsoft's telecommunications page alongside Azure Operator Nexus.

What you need first1

  • A Copilot trial with defined measures, ideally evaluated jointly or independently, before a large license commitment
  • Customer data access rules for care agents, aligned with telecom privacy obligations
  • A NIS2 incident classification and reporting workflow that includes cloud services
  • A clear split of responsibilities between the cloud platform and network equipment vendors

Risks and how to reduce them

NIS2 obligations for electronic communications providers3
Include cloud-hosted systems in cyber risk management and significant-incident reporting; top management is accountable under NIS2.
Self-reported trial results4
Vodafone's three hours a week is a trial finding with no published sample or method, and published rollout numbers differ (68,000 planned, 60,000 reached); define your own measures.
Vendor-presented customer metrics2
The 70 percent TOBi resolution rate appears on a Microsoft marketing page without method; ask for definitions before benchmarking against it.
