Mobile data, 5G adoption and fibre broadband investment will drive growth across Vietnam’s telecom market.

3 August 2026 — Vietnam’s telecom and pay-TV services revenue will grow at a compound annual growth rate of 2.5% from 2025 to 2030, according to GlobalData.

Mobile data and fixed broadband will lead this growth. Telecom operators will also expand 4G, 5G and fibre networks across the country.

GlobalData published the forecast in its Vietnam Telecom Operators Country Intelligence Report.

Mobile Data Revenue to Grow at 8.2% CAGR

GlobalData expects mobile data revenue to grow at a CAGR of 8.2% between 2025 and 2030.

Several factors will support this increase. More people will subscribe to mobile internet services. Consumers will continue to adopt 4G, while 5G subscriptions will also rise.

Demand for video streaming and digital services will encourage users to choose premium data plans. These higher-value plans will help operators increase mobile data revenue and average revenue per user.

Mobile voice revenue will move in the opposite direction.

Operators now include free voice minutes in many mobile plans. Consumers also rely more on internet-based communication and over-the-top services. As a result, voice average revenue per user will continue to decline.

Vietnam to Shut Down 2G and 3G Networks by 2028

Vietnam plans to shut down its 2G and 3G networks by 2028.

The move will free spectrum in the 900 MHz and 1800 MHz bands. Operators can then use this spectrum to improve 4G and 5G services.

Neha Mishra, Telecom Analyst at GlobalData, said:

“4G services led the market in terms of mobile subscriptions in Vietnam in 2025, supported by widespread availability of 4G services on the back of continued LTE network expansions by MNOs.”

She added:

“A key development in this transition is Vietnam’s planned 2G/3G shutdown by 2028, which will allow the 900 MHz/1800 MHz spectrum to be repurposed for enhanced 4G and 5G services.”

Vietnam also aims to provide 5G coverage to 99% of its population by 2030.

Telecom operators will expand their networks during the forecast period. This investment will help accelerate 5G adoption.

Mishra said:

“5G service adoption is also expected to grow over the forecast period, supported by planned 5G network rollouts by telcos and the government’s plan to expand 5G network coverage to 99% of the population by 2030.”

Fixed Broadband Revenue to Grow at 2.3% CAGR

GlobalData expects fixed broadband revenue to grow at a CAGR of 2.3% from 2025 to 2030.

Growth in fibre-to-the-home subscriptions will support the market. Government and operator investment will also extend broadband access across Vietnam.

Vietnam aims to provide fibre coverage to every household by 2030. The country also wants to deliver nationwide broadband speeds of up to 1 Gbps.

The wider programme includes more submarine cable capacity, broader network coverage and continued digital transformation.

Mishra said:

“The growing adoption of fiber broadband services in Vietnam can be attributed to continued government and operator investments in expanding fiber network coverage nationwide.”

She added:

“Vietnam is accelerating fiber deployment to achieve 100% household coverage and nationwide 1 Gbps capability by 2030, aligned with its broader broadband rollout, additional submarine cable capacity, and national digital transformation initiatives.”

Fixed voice revenue will grow only slightly during the forecast period.

Growth in voice-over-internet-protocol subscriptions will support this segment.

Viettel to Retain Mobile Market Leadership

GlobalData expects Viettel to remain Vietnam’s largest mobile operator by subscription share through 2030.

Viettel benefits from extensive LTE coverage across the country. The company also continues to invest in its 4G and 5G networks.

It plans to expand mobile coverage to 100% of Vietnam’s population.

VNPT will continue to lead the fixed broadband market.

The operator has built an extensive fibre-optic network. It also continues to expand fibre-to-the-home services in urban and remote areas.

Digital Services to Reshape Vietnam’s Telecom Market

Vietnam’s telecom market continues to shift from traditional voice services towards data-led connectivity.

Operators will move more users from legacy networks to 4G and 5G. They will also expand fibre broadband and premium digital services.

Video streaming, online communication and other digital platforms will increase demand for larger data packages.

Mishra concluded:

“Vietnam’s telecom market is entering a new phase of growth, supported by the nationwide expansion of fiber and 5G infrastructure under the country’s digital transformation agenda.”

She continued:

“As legacy 3G networks are phased out, operators will focus on migrating users to 4G and 5G services.”

“At the same time, rising demand for digital services and video streaming will encourage greater adoption of higher-value data offerings.”

These services will help telecom operators strengthen revenue. They will also support Vietnam’s long-term digital economy goals.
