Runs on
SaaS (Microsoft cloud), US Government plans (GCC), Desktop flows on Windows machines

At a glance

What is it?
Microsoft Learn groups five products under Power Platform: Copilot Studio, Power Apps, Power Automate, Power BI and Power Pages, with shared capabilities in AI Builder, connectors, Copilot and generative AI, Microsoft Dataverse and Power Fx. Dataverse stores business data in tables with business rules and role-, row- and column-based security, and it is the same data platform Dynamics 365 apps use. Administrators manage environments, security and governance in the Power Platform admin center.13
What does it do?
Makers build canvas apps in Power Apps Studio and model-driven apps in the app designer, or describe an app and let Copilot draft it. Power Automate runs automated, instant and scheduled cloud flows across connectors, with Copilot in the new designer, plus desktop flows for robotic process automation of desktop and legacy applications. Power Pages hosts low-code external business websites on Dataverse data. The Dataverse MCP server exposes tables and records to agents in Copilot Studio, GitHub Copilot in VS Code, the Copilot CLI and non-Microsoft clients such as Claude.45678
Who needs it?
Business units that need internal apps and workflows faster than a central development backlog allows, IT teams that want to govern that work through environments and the admin center, and professional developers who extend low-code solutions with plug-ins, JavaScript, Azure Functions, custom connectors and APIs. Organizations on Dynamics 365 use it to extend those apps against the same Dataverse data.4
What does it need?49
  • A Microsoft work or school account in a tenant with Power Platform
  • Power Apps licenses for users who run apps (makers can build for free; a 30-day trial and a Developer Plan exist)
  • A Power Platform environment, with a Dataverse database for model-driven apps, Power Pages and Dataverse MCP
  • Admin access to the Power Platform admin center for environments, security and governance
  • For the vibe preview: the tenant Copilot setting turned on and a non-default environment in a supported region
What it is not
Power Platform is not free in production: makers can build for free, but users need a license to run Power Apps apps. The new Power Apps vibe experience is a preview, limited to some regions and English, and Microsoft now recommends building apps in Copilot Cowork and, as it rolls out, Copilot Studio. Dataverse MCP tools used by agents built outside Copilot Studio have been charged since 15 Dec 2025, with exceptions for some Dynamics 365 Premium and Microsoft 365 Copilot licenses.489

Availability and licensing. Checked 26 Oct 2026. Makers can build for free; running Power Apps apps needs a license, with a 30-day trial; Power Pages trials last 30 days. Microsoft states Power Apps GCC meets FedRAMP High and DoD DISA IL2. The vibe experience is a preview in US, Australia, Asia and India regions, English only. Dataverse MCP tools used by agents outside Copilot Studio are billed in Copilot Credits since 15 Dec 2025. List prices were not checked.4

The problem it solves

Many business processes still run on spreadsheets, email and paper forms because custom development is slow and expensive. Unmanaged tools fill the gap but leave data scattered and outside IT control.

Power Platform gives business makers low-code tools for apps, automation and websites on a governed data platform, Dataverse, while IT keeps control of environments, connectors and security in the Power Platform admin center.

How it works

  • Environments hold apps, flows, agents and, optionally, a Dataverse database; administrators manage them in the Power Platform admin center.
  • Dataverse stores tables and applies business rules, business process flows, workflows and security regardless of which app uses the data.
  • Connectors link apps and flows to cloud and on-premises services.
  • Power Apps (canvas and model-driven), Power Automate (cloud and desktop flows), Power Pages, Power BI and Copilot Studio build on these shared parts.
  • Power Fx is the low-code formula language; developers add plug-ins, Azure Functions, JavaScript, virtual tables, webhooks and custom connectors.
  • MCP: the Dataverse MCP server, at an environment URL ending in /api/mcp, offers tools such as search_data, create_record, update_record and read_query; delete tools run only after explicit user approval.38

Capabilities

  • Power Apps4

Canvas apps in Power Apps Studio, model-driven apps in the app designer, and Plans, a Copilot-first tool that turns a described use case into a solution.

Why it matters: Business teams can build apps on their own data in browser and mobile.

Limits: Users need a license to run apps; a 30-day trial is available.

  • New Power Apps vibe experience9

An AI-native experience that generates requirements, data models and full apps with generated code from a prompt.

Why it matters: Shortens the path from idea to a working line-of-business app.

Limits: Preview, not for production; not in default environments; only US, Australia, Asia and India regions and English. Microsoft now recommends Copilot Cowork and, as it rolls out, Copilot Studio for app building.

  • Power Automate cloud flows5

Automated, instant and scheduled flows across cloud and on-premises connectors, created with Copilot from a prompt or from scratch.

Why it matters: Automates approvals, notifications and data movement between services.

Limits: Copilot is available only in the new designer, and admins can turn it off.

  • Desktop flows (RPA)6

Robotic process automation of desktop, web and legacy applications such as terminal emulators, using UI elements, images or coordinates.

Why it matters: Automates systems that have no API.

Limits: Runs through the Power Automate Windows application; features differ by sign-in account type.

  • Power Pages7

A low-code SaaS platform for creating, hosting and administering external business websites on Dataverse data.

Why it matters: Lets organizations expose forms and data to customers and partners securely.

Limits: Trials last 30 days; an expired trial site is suspended and must be converted to production within seven days.

  • Dataverse and the Dataverse MCP server8

Shared tables, business logic and security, exposed to MCP clients such as Copilot Studio agents, GitHub Copilot and Claude.

Why it matters: Agents can read and update governed business records through a standard protocol.

Limits: Since 15 Dec 2025, tool calls from agents built outside Copilot Studio are billed in Copilot Credits, except access to Dynamics 365 data for some Dynamics 365 Premium or Microsoft 365 Copilot licenses.

Practical use cases
