At a glance

What is it?
Microsoft 365 E7 is the top Microsoft 365 enterprise suite. Microsoft announced it on 9 March 2026 and made it generally available on 1 May 2026. Learn describes it as the capabilities of Microsoft 365 E5 plus Microsoft Copilot (the license formerly named Microsoft 365 Copilot), the Microsoft Entra Suite and Microsoft Agent 365 in a single license. Microsoft's launch post adds advanced Defender, Intune and Purview security capabilities and says the suite is powered by Work IQ. A version without Teams is offered at a lower price.23
What does it do?
For each licensed user, E7 combines the E5 productivity apps, identity, threat protection and compliance tools with the full Copilot experience in Word, Excel, PowerPoint, Outlook, OneNote and Teams, the Agent 365 control plane for observing, governing and securing agents, and the Entra Suite for secure access to apps, AI and network resources. Learn lists Security Copilot as included for eligible customers, as with E5, and SharePoint Advanced Management through the included Copilot license. Microsoft's pricing page also lists Copilot Studio for building agents.14
Who needs it?
Large organizations that already run Microsoft 365 E5, plan to give most staff Copilot, and expect to deploy many agents that need identity, data and threat controls. It fits when the separate purchases of E5, the Copilot add-on and Agent 365 would otherwise be made for the same users; Microsoft says E7 is priced below buying these capabilities separately.2
What does it need?4
  • An enterprise agreement or purchase channel that offers Microsoft 365 E7 (annual subscription)
  • A decision on the version with Teams or the No Teams version, depending on how Teams is licensed today
  • Microsoft Entra ID as the identity platform
  • A plan for usage-based Copilot services, which are billed separately from the E7 seat
What it is not
E7 is not required to use Copilot: the Copilot add-on is available for E3, E5, Business and many other plans, and Copilot Chat is included with eligible licenses. It is not required for Agent 365 either, which is sold as an add-on to E5, A5 or Business Premium. It does not cover usage-based charges such as Copilot Cowork, Copilot Code, pay-as-you-go agents or Work IQ API calls. It is not a small-business plan; organizations under 300 users have Microsoft Copilot Business as a separate option.356

Availability and licensing. Announced 9 March 2026 and generally available since 1 May 2026. Prices checked 26 Oct 2026 on Microsoft US pages, annual subscriptions billed yearly: Microsoft 365 E7 $99.00 per user per month; Microsoft 365 E7 (No Teams) $90.45 per user per month. Microsoft says prices may vary by agreement. Usage-based Copilot services are billed separately.47

The problem it solves

Organizations adopting Copilot and agents end up buying several layers for the same users: an E5 suite, a Copilot add-on, agent governance and extra identity and network security. Each purchase has its own contract line and rollout.

Microsoft 365 E7 packages these into one per-user license built around Copilot and agents. The trade-off is that every user pays for the full stack, so it suits organizations where most users will actually use Copilot and where agent governance matters.

How it works

E7 is a licensing bundle rather than a separate service. Microsoft documents its layers as follows:

  • Microsoft 365 E5 base: Word, Excel, PowerPoint and OneNote, Entra ID P2, full Microsoft Defender XDR and advanced Purview, including automatic labeling, Insider Risk Management and audit with 10-year retention.
  • Microsoft Copilot: the full licensed Copilot experience with Work IQ grounding and SharePoint Advanced Management.
  • Microsoft Agent 365: centralized agent governance, security, access and lifecycle management.
  • Microsoft Entra Suite and agent security: secure access to AI, apps and resources, a Secure Web and AI Gateway, legacy VPN replacement, lifecycle workflows and identity verification with Face Check, per Microsoft's pricing page.
  • Agent-focused governance: Purview controls that extend to Copilot experiences and AI agents.

Licenses are assigned per user in the Microsoft 365 admin center like other suites.14

Capabilities

  • E5 plus Copilot in one license16

Learn states that E7 includes everything in Microsoft 365 E5 and adds Microsoft Copilot, so Copilot is included rather than bought as an add-on.

Why it matters: One license line covers productivity, security and the Copilot seat for each user.

Limits: Usage-based capabilities such as Copilot Cowork and Copilot Code are billed on consumption on top of the license.

  • Microsoft Agent 365 included18

Agent 365 provides a registry, observability, governance and security for agents; E3 and E5 do not include it.

Why it matters: Organizations can inventory and control agents from Microsoft and partners without a separate purchase.

Limits: Several Agent 365 features, such as registry sync with AWS Bedrock and Google Cloud and Windows 365 for Agents, were in preview at the 1 May 2026 launch.

  • Microsoft Entra Suite and agent security15

E7 adds the full Entra Suite to E5 identity. Microsoft lists secure access to AI, apps and resources, a Secure Web and AI Gateway, legacy VPN replacement, lifecycle workflows and Face Check identity verification.

Why it matters: Extends Zero Trust access controls to users and agents in one suite.

Limits: Entra Agent ID itself is available to all Entra customers; extending Entra security features to agents is what needs Agent 365.

  • Governance for Copilot and agents1

On top of E5 Purview, E7 adds visibility and governance for Copilot and agent activity, plus SharePoint Advanced Management through the included Copilot license.

Why it matters: Compliance teams can apply labeling, DLP, insider risk and audit to AI activity.

Limits: Learn describes these extensions in general terms; check the service description for exact feature lists.

  • Security Copilot for eligible customers1

Learn lists Microsoft Security Copilot as included for eligible customers in both E5 and E7.

Why it matters: Security teams get AI assistance for investigation and response under the same agreement.

Limits: Inclusion depends on eligibility, and it is not unique to E7 since E5 has it too.

Practical use cases

An enterprise on E5 is buying Copilot add-ons for most staff and now needs to govern a growing number of agents.
Approach
Compare the cost of E5 plus Copilot plus Agent 365 per user with E7 for the same population, then move users who need all three to E7.
Role of Microsoft 365 E7: The Frontier Suite
E7 replaces three purchases with one suite license.
Data, infrastructure and skills
Current license counts and a forecast of Copilot and agent adoption.
Type of benefit
Simpler licensing
Caveats
Users who will not use Copilot still pay for it under E7; prices vary by agreement.
First step
List users who hold both E5 and a Copilot add-on today.
Security teams lack an inventory of the agents employees build and use.
Approach
Use the Agent 365 registry included in E7 to see Microsoft, partner and in-house agents, and apply Entra, Purview and Defender controls to them.
Role of Microsoft 365 E7: The Frontier Suite
E7 provides the Agent 365 control plane and the identity and data controls behind it.
Data, infrastructure and skills
E7 licenses and admins with the AI Administrator or security roles.
Type of benefit
Visibility and control
Caveats
Agents built outside Microsoft 365 channels need extra steps to appear in the registry.
First step
Open Agents > All agents > Registry in the Microsoft 365 admin center and review ownerless agents.

Getting started

  1. Map current licenses

Count users on E5, E3 and Copilot add-ons, and note which use Teams through a suite or a standalone Teams Enterprise license.

Check: You have a list of candidate users and whether each needs the Teams or No Teams version.

  2. Check pricing for your agreement

Compare Microsoft list prices with your agreement terms, since Microsoft notes prices may vary by agreement.

Check: You have a quote for E7 and for the equivalent separate purchases.

  3. Plan Copilot and agent governance

Prepare SharePoint oversharing cleanup and decide who administers Agent 365 and the Entra Suite features.

Check: Owners are named for Copilot rollout, agent registry and identity policies.

  4. Assign E7 to a first wave

Assign licenses in the Microsoft 365 admin center and enable Copilot and the agent registry for the first group.

Check: The first-wave users show the Copilot Premium label and appear in usage reports.
