Compare Microsoft technologies

Pick up to four. The comparison starts by saying whether they compete, work together or sit in different layers, then lines up their verified facts. It never names a universal winner.

What it isWindows 365 is a SaaS service that creates a personal Windows virtual machine, a Cloud PC, for each licensed user, at a fixed price per user per month. It is managed in Microsoft Intune. Editions cover small businesses, enterprises, US government, shared or part-time use (Flex, formerly Frontline) and AI agents.Azure Virtual Desktop is a desktop and app virtualization service on Azure. Microsoft runs the broker and gateway; you run the session host VMs and images in your subscription, with Windows 11 or 10 Enterprise multi-session, full desktops or single apps (RemoteApp), and session hosts in Azure or on Azure Local.
Who needs itOrganizations that want to give employees, contractors, part-time or seasonal staff a full, managed Windows desktop without buying and shipping hardware or running VDI infrastructure; Intune-centric IT teams that want Cloud PCs managed like physical PCs; and teams building agents that need to operate Windows apps or web pages in a governed sandbox. Windows 365 Business targets companies of up to 300 seats.Organizations that want to control VM sizes, images and costs for large numbers of users, especially shared task-worker desktops where multi-session lowers VM counts; teams replacing Remote Desktop Services farms; software vendors that deliver Windows apps to external customers through per-user access pricing; and organizations that need desktops close to users or data on-premises through Azure Local.
What it is notWindows 365 is not a multi-session VDI platform: in Business, Enterprise and Government each user has a dedicated 1:1 Cloud PC, and Windows 11 or 10 Enterprise multi-session is a feature of Azure Virtual Desktop. It is not a consumer product (not available to individuals). It does not give you control of the hosting VMs or consumption billing: price is fixed per user per month, except agent Cloud PCs, which are pay-as-you-go. Windows 365 Flex is not a new product: it is Windows 365 Frontline renamed, with unchanged licensing.AVD is not a fixed-price, fully managed Cloud PC: you design host pools, size and patch VMs, manage images and pay Azure consumption, unlike Windows 365. It is not AVD classic, which retired on 30 September 2026; connections to classic resources are blocked after retirement. AVD on Azure Local is not an Arc-enabled service: host pools and brokering stay in Azure, so it needs connectivity to Azure and does not run as a standalone or multicloud service.
Prerequisites
  • Windows 365 licenses (Business, Enterprise, Flex or Government)
  • For Enterprise users: Windows E3, Microsoft Intune and Microsoft Entra ID P1 licenses alongside Windows 365
  • A working Intune and Microsoft Entra tenant, with Windows (MDM) corporate enrollment allowed
  • Intune Administrator or Windows 365 Administrator role to provision Cloud PCs
  • An Azure subscription with the Microsoft.DesktopVirtualization resource provider registered
  • User accounts in Microsoft Entra ID (hybrid identities if session hosts join AD DS or Entra Domain Services)
  • Eligible licenses: Microsoft 365 E3, E5, A3, A5, F3, Business Premium or Windows Enterprise E3/E5, Education A3/A5 or VDA per user for Windows clients; RDS CALs with Software Assurance for Windows Ser
  • A virtual network in the session host region that reaches domain controllers and DNS, and required URLs allowed outbound
Runs onMicrosoft cloud (SaaS) in many Azure regions, Windows 365 Government (GCC and GCC High regions), Windows 365 Link device for desk-based users in select marketsAzure public regions (session hosts in any Azure region), On-premises on Azure Local, Azure Virtual Desktop Hybrid on other on-premises infrastructure, Sovereign clouds: Azure for US Government and Azure operated by 21Vianet
Availability and licensingGenerally available. Human Cloud PCs are billed per user per month, agent Cloud PCs pay-as-you-go; no list prices are quoted on the product page (checked 26 October 2026). Windows 365 Frontline was renamed Windows 365 Flex in the week of 4 May 2026, with service plans and SKUs renamed from 3 September 2026 and no licensing change. Windows 365 for Agents: preview per Learn; generally available per the product page and Build 2026 (via Agent 365), preview in Copilot Studio.Generally available (checked 26 October 2026). Azure Virtual Desktop classic retired on 30 September 2026, and connections to classic resources are blocked after retirement. Billing: Azure consumption for VMs, storage and networking, with user access through eligible licenses; per-user access pricing for external users; AVD for Azure Local adds a per-active-vCPU service fee. The product page announces Azure Virtual Desktop Hybrid as generally available. AVD on Azure Local for Azure Government is in preview.
When something simpler is enoughIf users already have managed PCs and only need a few remote apps, publishing apps through Azure Virtual Desktop RemoteApp or Windows 365 Cloud Apps may be enough. If you need many users per VM (multi-session), consumption billing, or full control over host VMs and images in your own Azure subscription, Azure Virtual Desktop fits better. For a short-term device replacement, Windows 365 Reserve is a narrower option. If you want each user to have a dedicated Windows desktop at a fixed monthly price without managing VMs or images, Windows 365 is simpler; Microsoft states Windows 365 Enterprise itself uses Azure Virtual Desktop for remote connectivity. If users need only a handful of web apps, browser access may make virtual desktops unnecessary.
