Windows 365 or Azure Virtual Desktop?
Both deliver Windows desktops from Microsoft's cloud. Windows 365 is SaaS: assign a license and a personal Cloud PC is created for a fixed monthly fee. Azure Virtual Desktop runs in your Azure subscription, where you manage images and hosts, with multi-session Windows, RemoteApp and Azure costs on top of licenses.12
How they relate
Comparable. They can be alternatives for some goals; which one fits depends on the goal.
Windows 365 and Azure Virtual Desktop solve the same problem, a Windows desktop reached from almost any device, with different operating models. Windows 365 is a SaaS service: when a licensed user is placed in the right Microsoft Entra group, the service creates their Cloud PC automatically, and admins do not build machines by hand. Azure Virtual Desktop is a desktop and app virtualization service that you deploy in your own Azure subscription: you manage the images and virtual machines used for sessions, while Microsoft runs supporting roles such as the gateway and broker.
Microsoft's own pages show the main differences. Windows 365 bills human users per user per month, comes in Business (up to 300 seats), Enterprise, Government and Flex editions, and gives each user a personal 1:1 Cloud PC, except Flex, where one license provisions up to three Cloud PCs for nonconcurrent use. Azure Virtual Desktop supports Windows 11 and Windows 10 Enterprise multi-session, which Microsoft says is exclusive to Azure Virtual Desktop, plus RemoteApp for single apps, autoscale and hosting on Azure Local. Internal users need an eligible license such as Microsoft 365 E3 or Windows Enterprise E3, and virtual machines, storage and other Azure services are billed separately.
Microsoft set September 30, 2026 as the retirement date for Azure Virtual Desktop classic, after which connections to classic resources are blocked, so new projects use the Azure Resource Manager version. Azure Virtual Desktop also has per-user access pricing for software vendors that sell remote app access to external customers. In our view, if a handful of staff only need occasional remote access to an office PC, neither service may be necessary.123
The technologies
Cloud application
Windows 365
Windows 365 is a SaaS service that creates a personal Windows virtual machine, a Cloud PC, for each licensed user, at a fixed price per user per month. It is managed in Microsoft Intune. Editions cover small businesses, enterprises, US government, shared or part-time use (Flex, formerly Frontline) and AI agents.
Cloud service
Azure Virtual Desktop
Azure Virtual Desktop is a desktop and app virtualization service on Azure. Microsoft runs the broker and gateway; you run the session host VMs and images in your subscription, with Windows 11 or 10 Enterprise multi-session, full desktops or single apps (RemoteApp), and session hosts in Azure or on Azure Local.
Which fits which goal
| If your goal is | What fits | Why |
|---|---|---|
| Give each employee a persistent personal Windows PC in the cloud at a predictable cost | Windows 365 | Windows 365 creates a 1:1 Cloud PC for each licensed user automatically and bills human use per user per month, so the organization does not manage variable compute and storage costs.1 |
| Set up Cloud PCs for a small business without Azure skills | Windows 365 | Windows 365 Business targets smaller companies with up to 300 seats that want ready-to-use Cloud PCs with simple management options.1 |
| Pack many users onto shared session hosts to reduce the number of VMs | Azure Virtual Desktop | Windows 11 and Windows 10 Enterprise multi-session is exclusive to Azure Virtual Desktop and lets pooled hosts serve several users at once.2 |
| Publish individual line-of-business apps instead of full desktops | Azure Virtual Desktop | Azure Virtual Desktop can publish full desktops or individual applications through RemoteApp from a single host pool.2 |
| Sell remote access to your own software to external customers | Azure Virtual Desktop | Azure Virtual Desktop offers per-user access pricing for external commercial purposes, billed through an Azure subscription, so those users need no separate license such as Microsoft 365 to access it.3 |
| Cover shift workers who need a Cloud PC for part of the day | Windows 365 | Windows 365 Flex lets one license provision up to three Cloud PCs for nonconcurrent use, aimed at users who need Cloud PC access for a limited time per day.1 |
No technology here is ranked. Pricing and performance are left out on purpose: they depend on your models, hardware and contract, so measure them in a pilot.
