Microsoft 365 Copilot or Microsoft Copilot Chat?
Copilot Chat is the secure, mainly web-grounded AI chat included with eligible Microsoft 365 licenses. Microsoft 365 Copilot (the app is now called Microsoft Copilot) is the paid add-on that grounds answers in work data through Microsoft Graph and Work IQ and adds priority access and full in-app Copilot.12
How they relate
Different layers. They sit at different layers of the stack, so the question is usually which layers you need, not which one wins.
These are tiers of one product family rather than rivals. Microsoft Copilot Chat (the app was formerly called Microsoft 365 Copilot Chat) is the baseline included with eligible Microsoft 365 licenses. Microsoft 365 Copilot is the paid add-on on top of it; Microsoft's Learn pages now say the Microsoft 365 Copilot app is called Microsoft Copilot, while the license tables still use the label Microsoft 365 Copilot (Premium). Between the two sits Microsoft 365 Copilot (Basic): no add-on, but standard access to Copilot inside Word, Excel, PowerPoint and OneNote.
Microsoft says the experiences differ by data grounding, integration depth and licensing. Copilot Chat answers mainly from the web plus content a user pastes, uploads or has open, and Copilot Chat in Outlook adds a bounded view of mail, calendar, meetings and chats. The paid add-on grounds responses automatically in emails, files, meetings and chats through Microsoft Graph, Work IQ and semantic indexing, and adds priority access, advanced agents and admin analytics. Both carry enterprise data protection for Microsoft Entra sign-ins, respect existing Microsoft 365 permissions and follow the EU Data Boundary.
Agents work in both, with different billing. Copilot Chat includes declarative agents grounded in instructions and public websites, while agents that use work data are pay-as-you-go. Usage-based capabilities such as Copilot Cowork and Copilot Code (Frontier) require the Premium license and are billed on consumption.
In our view, if staff mainly need web research, drafting and summaries of files they supply, Copilot Chat may be enough on its own. Neither tier fixes poor content hygiene: both only reach content a user is already allowed to access, so oversharing in SharePoint shows up in answers either way.12
The technologies
Add-on
Microsoft 365 Copilot
Microsoft 365 Copilot, now named Microsoft Copilot on Microsoft's licensing pages, is the paid AI assistant for work in Microsoft 365. It grounds answers in a user's emails, files, meetings and chats through Microsoft Graph and Work IQ, and works inside Word, Excel, PowerPoint, Outlook, Teams and the Copilot app.
Cloud application
Microsoft Copilot Chat
Microsoft Copilot Chat, formerly Microsoft 365 Copilot Chat, is the secure AI chat included with eligible Microsoft 365 licenses. It is grounded mainly in the web, works on files users provide, runs agents, and carries enterprise data protection when people sign in with a work account.
Which fits which goal
| If your goal is | What fits | Why |
|---|---|---|
| Give every employee a secure AI chat for web research and drafting | Microsoft Copilot Chat | Copilot Chat (Basic) is included with eligible Microsoft 365 licenses and covers web-grounded chat, file upload and analysis and image generation under enterprise data protection.1 |
| Ask questions that span a user's emails, meetings, chats and documents | Microsoft 365 Copilot | Only the licensed experience grounds answers automatically through Microsoft Graph, Work IQ and semantic indexing; Copilot Chat needs the content uploaded, open in the app or reached through a pay-as-you-go agent.2 |
| Summarize mail and prepare for meetings in Outlook without buying the add-on | Microsoft Copilot Chat | Copilot Chat in Outlook can work across inbox, calendar, meetings and chats for eligible users without a Microsoft 365 Copilot license, with less grounding than the paid add-on.1 |
| Use Copilot fully inside Word, Excel, PowerPoint and OneNote with priority access | Microsoft 365 Copilot | The Premium license gives priority access to the full in-app experience, while users without it get standard access that depends on service capacity, or no in-app chat at all under Copilot Chat (Basic).2 |
| Hand multistep work to Copilot Cowork or Copilot Code | Microsoft 365 Copilot | Microsoft states that usage-based capabilities such as Cowork and Code require a Microsoft 365 Copilot (Premium) license and are billed based on consumption.2 |
| Pilot an agent over company content with a few users before licensing everyone | Microsoft Copilot Chat | Copilot Chat users can reach organizational content through pay-as-you-go agents, so in our view a small pilot can run per use before a per-user add-on is bought.2 |
No technology here is ranked. Pricing and performance are left out on purpose: they depend on your models, hardware and contract, so measure them in a pilot.
