Cloudflare is developing tools that could let websites charge AI crawlers and agents directly for accessing content, APIs and other digital resources.
For most of the internet’s history, websites made money from human attention through advertising, subscriptions or repeat visits.
AI agents disrupt that model.
A machine can access a page, extract the information it needs and leave without seeing an advert or becoming a subscriber. As AI-driven traffic grows, publishers are asking how they can control and monetise automated access.
Cloudflare is trying to answer that with a new model built around AI crawler controls, identity verification and machine-to-machine payments.

From Blocking AI Crawlers to Charging Them
Cloudflare already gives website owners tools to monitor and manage AI traffic through AI Crawl Control.
Its Pay Per Crawl system adds another option: instead of simply allowing or blocking a crawler, a site can attach a price to access.
If the crawler reaches paid content, Cloudflare can return an HTTP 402 Payment Required response. The automated client can then pay before receiving the resource.
This creates a potential middle ground between open access and complete blocking. Not every automated client is an AI crawler, though. Teams collecting public pricing or market data fall outside crawler pricing schemes but still meet the same detection, so the practical question stays how to bypass Cloudflare at the challenge stage. Scrape.do is built for that layer, handling detection and retries so data pipelines keep running.
How x402 Changes the Payment Model
Cloudflare’s newer Monetization Gateway uses the x402 protocol to enable payments directly through HTTP.
The basic process is simple:
- An AI agent requests a protected resource.
- The server responds with a price.
- The agent sends payment and proof.
- The resource is released.
There is no need for a traditional checkout page or subscription account.
Cloudflare says this approach could support very small transactions, making it suitable for AI agents buying access to individual pages, datasets, APIs or digital services.
Why This Matters for Publishers
Generative AI creates a difficult economic problem.
Traditional search engines often send users back to source websites. AI systems can instead retrieve information and generate an answer without the user ever visiting the original publisher.
That means content can create value for an AI service without producing the same traffic or advertising revenue for the publisher.
Direct machine payments could give content owners another way to capture some of that value.
But important questions remain.
How much should an article cost to access? Should an AI company pay for the crawl, the citation or the eventual use of the information? And will major AI platforms support payment protocols such as x402?
Cloudflare itself has acknowledged that paying per crawl may not perfectly reflect the true value of content.
The Rise of the Agentic Web
The bigger story is not just about publishers.
AI agents are beginning to interact with websites, APIs and software services on behalf of users. Future agents could potentially discover information, negotiate access, make payments and complete transactions automatically.
That requires internet infrastructure capable of answering three basic questions:
- Who is making the request?
- What are they allowed to access?
- Have they paid for it?
Cloudflare is positioning itself as part of that emerging infrastructure.
Its Monetization Gateway is still developing, and Pay Per Crawl remains limited in availability. But the direction is significant.
The web may be moving from an economy based mainly on human attention toward one where machines can become paying customers themselves.
